No, it's not required to make your levels work. No, it's not useless. No, this isn't complicated. Then...what is UseResource used for?
The UseResource file contains tables which are checked when selecting a star. It will help the game to load things faster.
It can be used for objects, layouts, text, zone files as well as sound banks and sounds. For sound banks and sounds you have to edit the files that start with wave_arc and sound respectively. Adding the sound-related data to the UseResource files can take up a lot of time, so I recommend to not edit these. They don't decrease the loading time that much either...
If all of your stars have the same object, for example a planet, you won't have to add the path to all the scenario tables. Instead, you can just edit common.bcsv.

If there are any empty entries in one of your tables, the loading screen will never diappear (loop).

Could be doable somehow, but stage files, text, layout, sounds and whatever could be a problem.

afaik text can easily be loaded globally. Hardcode it or something, it's not a bad thing.

The "automatically generate" was for mostly objects.

The object database has a field for files and they are downloaded as well, so I think I can make use of that somehow. One problem could be custom objects...
